Provincial Blue Box Program Updates
Updates on the Multi-Material BC, Multi-Material Stewardship Western, Multi-Material Stewardship Manitoba and Stewardship Ontario programs will be shared at the Annual Steward Meeting of the Canadian Stewardship Services Alliance (CSSA). Information will be shared on financial performance, 2016 material fee schedules and on the following developments:
- CSSA’s Fee Setting Methodology Project: This project was announced in May, 2015 to explore alternative methods for the calculation of material fee rates for packaging and printed paper programs in Ontario, Manitoba, Saskatchewan and British Columbia. A Steward Consultation Committee (see list of CSSA’s SCC below) was formed to provide steward input. A series of stakeholder workshops are being held from May to October. An update will be provided at CSSA's Annual Steward Meeting.
- WDO’s Blue Box Cost Containment Panel and 2015 Steward Obligation: Announced July 23, 2015, this Waste Diversion Ontario (WDO) led five-person Panel will determine how to incorporate cost containment principles into the calculation of industry’s annual funding for the Blue Box Program. In September, the Panel reported to the WDO Board. WDO will be taking more time before determining a path forward. A copy of the Panel’s report was submitted to the Minister at his request by September 30. The WDO Board of Director’s Decision on 2015 Blue Box Funding for Municipalities was that the 2015 funding will be calculated using the 2014 methodology. However, once a new methodology is determined, the remaining installments of the 2015 Steward Obligation may be adjusted.
- Revised Program Plan for Saskatchewan: A revised Saskatchewan Waste Packaging and Paper Stewardship Plan was posted on July 29, 2015 by Multi Material Stewardship Western (MMSW). Comments were invited until August 28, 2015. If approved by the Saskatchewan Government, the expected launch date could be January 1, 2016. More information is found on the MMSW website.
